It's considered post-punk/post-hardcore, but I'd argue for:

Man, it's almost impossible to pick a single song. I was a working member of the hardcore scene in New Orleans, then Baton Rouge and Lafayette after I started at LSU. I tend to think of the best punk guitarist I ever saw live or the best bassist, fun band, etc. It was easily as much or more a live scene then a recorded music thing.

The best guitarist I ever was in the Italian band, Raw Power. This guy was doing incredible stuff on guitar in the context of super fast hardcore. This link is to a 1985 album, the first recording of them that had any production quality better than a bedroom recording.

The best bassist by far was Mikey Offender. He would drive entire songs around his bass licks, like this one, with MDC, John Wayne was a Nazi. Here he is with the Offenders, Get Mad.

And then there's a consistently fun band from the Baton Rouge hardcore scene with their recording from the Turkish Bath's practice room, Chaos Horde.

No such thing as a perfect punk song. If there was, it wouldn't be punk.
