My guess is that it is HRC and her minions that created this villain for their own political benefit. They wanted to create this fake narrative about Trump, so they needed a villain. Many of them are on China's payroll, so they won't bite the hand that bribes. They probably hinted at Russia that they wanted their help in electing HRC, and Russia balked. So this fake villain selected itself: Russia didn't bribe more than China, so Russia is the fake villain.
That's my guess, anyway.

No reasonable person believes that Russia hasn't attempted to interfere with U. S. elections., whether or not Trump was complicit. That threat alone is enough to be concerned about those thugs.
Putin has always had the goal of re-establishing Russian power at the expense of U.S. interests worldwide. It's naive to think otherwise.
