In most cultures at the time--and even in many today--the "spoils of war" went to the winner, where the losing side had the men and children killed as well as any of the women that weren't of marriage or child-bearing age, and the women who weren't killed, were either raped and killed on the spot, or taken as sex slaves, and then killed when convenient.
This passage was actually commanding against such a practice for women that the men wanted for themselves. They were to be taken as wives rather than sex slaves who could be brutally raped and then killed when the men tired of them. Wives had rights in Jewish society, and those rights were given to the women of the enemy nations if they were taken as wives. That was actually a mercy considering they could have been killed outright or left to die without men to care for them as part of the consequence of war. This passage actually limited what men could do to women, rather than give permission to rape.
While this arrangement wasn't straight-forward "consent" as we think of it today, it was more like what still happens in arranged marriages, where the women don't have a say in who their husbands are, but give themselves sexually to their husbands as their duty, rather than out of sexual desire, themselves. It's a far cry from pinning a woman down and violating her sexually and then leaving her in blood and tears. In fact, this passage allows her to mourn for a month, and requires the men to cool off for a while to make sure they want to actually marry the woman.

Not only does this passage recognize the heinousness of rape, it declares the woman entirely innocent by name. You also didn't quote this part. I wonder why. Here, I'll help you out:
"25 But if out in the country a man happens to meet a young woman pledged to be married and rapes her, only the man who has done this shall die. 26 Do nothing to the woman; she has committed no sin deserving death. This case is like that of someone who attacks and murders a neighbor, 27 for the man found the young woman out in the country, and though the betrothed woman screamed, there was no one to rescue her."
Again, she's treated as an innocent victim, and the rapist is guilty of a sin / crime worthy of the death penalty.
Perhaps you should spend more time on this passage if you want to be taken seriously in your criticism. It's one of the key passages that actually indicates that rape is a serious crime, and fundamentally changes how the rest of the case law about war brides is to be understood.

And would they be eager to be married? Probably not, but when the alternative is death through starvation, exposure to the elements, or becoming a sex slave to other tribes and nations they might come across as they look for help, then marrying someone to survive, have a family, and be taken care of into old age sounds infinitely better than the alternative, even if it isn't an ideal way to get married. I'm sure it was a sucky situation for them, but again, the alternative would have been worse.

Therefore, you have no rational basis for condemning rape at all as anything more than something that makes you personally uncomfortable. If you want to make an argument, then go for it. I'm still waiting for a response to my prior exegesis and explanation of the passages you cited. All you've done so far in response is attack me personally by calling me a liar and saying that I'm a Pharisee (you don't seem to realize that the Pharisees were attacked for their legalism and hypocrisy, which I have not demonstrated).

I’ve explained to him dozens of times that there is no objective standard contained within the Bible. Just look up statistics as to who gets arrested /convicted for that offense most, which demographic, and it will probably make sense as to why they are decriminalizing it.
