Well trying not to draw too much attention.. running regular rounds even through a suppressor aren't exactly quiet.. So my guess would be the shooter not want to alert any potential police presence in the area would be my guess. That way you can casually stroll away and not draw a shite ton of attention by running like a madman from the scene of a shooting..

It's typical of a handgun not to cycle properly when suppressed.

Not too sure about that calculation, since the cycling problem appeared to double the amount of time he was on the scene with the gun in his hand. I understand that there is no such thing as a "silencer", but if you are going to make your play in a fairly well lit area in front of witnesses, I would think that minimizing the time you are there would be paramount.

Racking to recover casing. Otherwise some evidence is left behind on the ground, under a car, etc. doubt it was an amateur based on racking alone.

It's typical when you haven't gone to the trouble of making sure your ammo/suppressor combo is reliable. I've fired several different handguns suppressed and seen a lot more fired than that; they can and do run reliably.

Or maybe he was using a Kimber.

Video above says he left 3 spent casings, and 3 unfired 9mm rounds. Together with the chosen place, and the fact that his setup wasn't reliable, I don't think he's much of a pro.

I mean that whole damn clip is 24 seconds &the shooting is what 13 total?? That's pretty efficient even with a gun jam .. so it's not like he was there shite ton of time wasted doing this.

No, you can't tell. You CAN tell, however, that he knew what he was doing. He unjammed that pistol quickly.

While he may not be a seasoned assassin, he sure did have enough skill and knowhow to pull this off calm and coolly. He even takes the time to put two more rounds in the poor guy before finally leaving.
