Something as traumatic as a rape is not something you forget or need more time to think about. You know exactly when and where it occurred.
Children on the other hand might not remember if it happened when they were young kids before they later learn it was wrong and criminal behavior. Adults absolutely know what criminal behavior is and don’t wait 20 years to pursue public justice.
