They should have just a straight yes or no for ID to vote in federal election and only allowing mail in ballots for Medical or Oversees reasons.
That's the core issues. They load down good things like voter ID and mail in voting protections with poison pills.
They can NEVER just vote for something good that everyone agrees on without loading it up.

The SAVE Act is not a requirement for voter ID. ID is already required to vote most everywhere.
The SAVE Act requires specific kinds of ID that a massive number of American citizens do not possess.
Smart republicans understand that the voters who will be excluded from voting under the SAVE Act include most rural Americans who do not have a passport.

They aren’t harassing American Citizens.
And if American Citizens get in their way, they will fell pain or even death in some cases.
