Trump suggests a "Marshall Plan reconstruction"?
In order for that to be even in consideration there must be massive destruction from war. That is not happening now and does not appear to be something that Trump is actually considering.

The United States is spending approx 2 billion a day in the Middle East right now. We have approx 50,000 service personnel in the region. We have a very large amount of land based aircraft in the region among a lot of other equipment. We have roughly 1/3 of our naval fleet in the region.
Our Super Carrier Fleet is one major accident or 1 major attack away from being a total mess. We have 1 Supercarrier in the Endo Pacific region right now the USS George Washington. The USS Nimitz is the oldest we have. She is about 51 or 52 years old. She is currently in the Caribbean. The Nimitz was on its way back to Virginia from the West Coast to be decommissioned. It’s so big it can’t go through the Panama Canal and has to go the long way around South America. I think they held it off from coming back to send Cuba a little message. It was in port in Jamaica the last I heard. The Carl Vinson is about to go out later this Summer sometime but was in San Diego undergoing minor maintenance to get ready to deploy. The Ronald Reagan is in its home port in Washington St undergoing repairs to it propellers. The Abe Lincoln and Bush are currently deployed to the Middle East. The Stennis is undergoing its midlife refueling and upgrade. It’s called RCOH. Refueling and Comprehensive Overhaul. It’s usually takes 3-4 years to complete RCOH. The Stennis started in 2021 and will not finish to later this year sometime due to COVID and the fact they found more damage than expected when they got started. The Harry Truman is awaiting RCOH right now. It was involved in an accident where it collided with another ship in the Med I think it was on its last deployment. They decided to wait and fix it during its RCOH period. The Ford just returned home off a record deployment. If the video I watched is correct though we are about to lose it for 2 years. It had a fire during Epic Fury and damaged that severely damaged some living quarters and displaced about 600 sailors. It also has to undergo replacement to its radar and the deck has to be redone so it can carry the F-35 or in particular the F35C. The dirty secret most people do not know is that out of 11 Aircraft carriers in our fleet our Navy has 3-4,Carriers capable of deploying the Navy’s best and most important plane. The JFK is the newest we have but is not done fitting out. The Navy does not even take possession of it till next March. It will replace the Nimitz. Even after the Navy get it it will be another 1 or more before it can be added to the fleet ready to fight.
I say all that to say this. Newport News shipyards is the only place a US Navy Nuclear powered Supercarrier can be born or refueled. Instead of wasting 2 billion a day on keeping the Navy and stressing the fleet in such a way on the hopes of cutting a deal that will be a hope and a prayer at best. Maybe we should just finish what we started and get it over with already and put that 2 billion a day towards build more infrastructure that can build and repair these ships faster in case we ever get into a major conflict with China. If you destroy Newport News then we would have a very hard time protecting the United States because we are so dependent on Aircraft carriers to project power.
