I dont agree its too far because he is referring to Islamic radical terrorists as the civilization. They probably have a lot more intel about locations and even underground locations. They are not going to hit power or bridges if people are there but they could just relentlessly bomb targeted sites. Also by putting out the statements about power plants and bridges we see they are willing to put unarmed civilians in harms way by using them as shields.

So formulating a coalition was not really a viable plan, then, was it?

Just as much as its true that Trump's inability to communicate objectives and strategy hamstrings that process, I think it's highly unlikely that any countries would have joined him for any reason even if he could have. I think he's pissed all of them off with his aggressive, punitive tariff nonsense and his NATO tweets.
