What is a 'Tariff'
A tariff is a tax imposed on imported goods and services.
I knew you would come back with that response. However it's disingenuous because tax implies income tax. The title makes it sound like Trump is going to congress and requesting that they pass a bill to increase income taxes.

We distinguish between tariffs and taxes or their wouldn't be a word for tariff.
Here Trump is talking about tariffs. He is one step granular than "tax" whereas you want to bring the conversation to a more broad level of tax to hit Trump.
