well, as someone in federal procurement, off the top of my head, prioritize their socio-economic classification for procurement opportunities.

Also, availability and ease of grants.

Those are just two I came up with and pretty easy to initiate and expedite.

While HBCUs are extremely unneceesary and a waste of funds and I wish they would receive 0 public funding, I must admit that it will be a joy to watch liberals' heads spin over this.

Never fully understood the draw to HBCU's. They seem very racist in nature. All while HWCU's accept minorities at alarming rates over more qualified white people.

Hmm...

It’s not fair that Democrats didn’t see this coming, and only sees HBCUs as catalysts for momentum among black voters during election cycles. It’s not fair that the NAACP, the Urban League and other black advocacy groups put HBCU support on the backburner for generations, remained silent when Democratic leaders neglected these schools, but now want to broker with the Trump Administration behind the scenes in support of the same institutions.

It’s not fair that trustees, alumni, and students will turn their backs on every HBCU president who sits to meet with Trump and other Republican lawmakers in the next week because they will emotionally react to engagement built upon mutual political and financial interests. And it’s not fair that we have to view their emotional reaction as purely emotional because we don’t have enough money to justify it as logical

Fun Fact: If you're white, and attend a HBCU, you qualify for a minority ROTC scholarship. Had a buddy in high school who went that route.

It would be undeniably racist to have an EO that was aimed at a certain set of schools simply because of the race of the students.

HBCUs certainly were needed in the past, during the Jim Crow era, etc.

These days I don't think there's much of a point. Unless your degree has an Ivy-league school, or something like MIT next to it, most businesses don't care. Maybe really specific places like Law Firms, but things like computer science don't give two flips where your degree is from.
