That would not save much money at all. US bases - in and of themselves - are not expensive. Gas, Electric, usually we get the territory rent and tax free, I presume insurance.
The expensive stuff are the people there, troops, support, cooks, local military radio station, etc. And the equipment.
To really save money you would have to do a three step process.
1. Close the base
2. Fire the troops
3. Sell or leave behind the equipment.
If you just do number one but the rest is all shipped back the USA (which would cost a ton of money to do, imagine sending hundreds of tanks across the ocean) and if we don't fire soldiers, we really won't save any money at all.
Instead of the Army spending money in Germany they will be spending it in Arkansas or someplace.
Now you can say "Good, spend it here" and that's an argument, but drop saying that we (or more precisely the feds, the militart) would be "saving" anything much. Heck since things are more expensive here than in many European countries we might actually spend MORE if we move sh*t back to here.

Because if you stopped living in utopia land you would realize the world is the way it is (not some utopia) and just like in, say, even someplace like Kindergarten, someone always will be emporer.
Right now we are it. It's expensive but cool to travel around the world and see the respect people have for the US Passport.
If we decide to step back to spend more here (and who says it will be on someone good? If the Dems take over they could spend it all on more illegal immigrants and on reparations), if we step back the vacuum will be filled, probably by the Russians, Chinese or some combination of BRAC countries like Brazil or something. North Korea and Iran will play a role too.
100 years from now our grandkids will be going to school and learning about how we were basically the "leaders of the free world" and they gave it up to spend money on football stadiums and reparations and the kids will say WTF were you people thinking back then?
