I have no idea why Trump kept insisting that Mexico would pay. It was obviously not going to happen and none of his supporters would have had a problem with just saying "we're going going to pay for it, it'll be expensive but amazing". He just set himself up to look bad for no reason.

Exactly. It's the same principal on which toll roads are built. Fund it up front. Recover the cost through tolls or trade or whatever.

it was ALWAYS clear that he meant they would pay for it by a) the reduction in trade deficit with them he would bring and b) the extra money that we would get by Americans getting jobs that Mexicans currently have

Ryan is using the border wall funds as leverage to get his BAT passed. Trump does not want want the protectionists' policy of a 20% tariff on all imports, aka BAT.
Trump could get wall funding if congress gives the go ahead to Wilber Ross at the Commerce Department but Paul Ryan has not acknowledged Wilber's "letter of intent" to renegotiate NAFTA. If Ryan gives the go ahead now he will lose leverage to get his 20% tariffs on imports. Again, Trump does not want the BAT. Ryan is trying to run out the clock.

The flow across the Border of future welfare recipients/Dem voters has substantially decreased. Once that Wall is built...the drug trade will suffer the same fate.
Bottom line...if that Wall goes up...money that would go to Mexico...stays here. Not to mention all the Government subsidies that won't be handed out.
A lot of people just really don't care if this Nation goes Third World/Banana Republic. Sometimes....
