90% of this money gets stolen by politicians anyway. If only 2 billion out of the 17 billion is used to help needy people why should we pay more.

Because y'all are so easily hypnotized. Someone (Huckster, etc.) rails and rails about "Muh 'Merca 'Fust" to the point that you begin to emotionally equate anything you perceive to be taken away from someone else and preserved for Americans as being some major victory.
You can't see that they are manipulating you like that. Look at your argument and let's dissect it:

O.k. Why the random number of 150,000 people to tax? Obviously because it makes it look more significant. But if we talk about all the people in the US who filed tax returns last year (which, why wouldn't we?), now we're talking about 150 million people (more like 155 million, but just to keep it simple).
So now you're talking about $100 per income tax payer per year. Less than $10 a month or 28 cents a day.
Secondly, now that we've saved income tax payers in America this princely sum, what do you think is going to happen to it? Do you think it will be returned to taxpayers? Used to pay down the debt? (BTW, just the interest on the debt comes out to about $2.66 Billion dollars A DAY. So we couldn't even pay just the interest payments on the debt for one week from that $15 Billion).
No matter how you look at it, it's an insignificant amount of money in the context of the federal budget, in the context of a country of 155 million income tax payers, in the context of the debt, etc. The only context in which it would be significant is if they were going to take that money and give it to a relatively small group of people, which isn't going to happen.
It's not going to move any needle other than that.
And it's almost certainly not even going to "save" taxpayers anything. They'll just take it and spend it on something else just as asinine.
"Cutting spending" means actually cutting spending, which requires a reduced budget, not simply refusing to spend a certain amount of money in the current budget (speaking of which, bet you $10 a federal judge rules that Trump has to give the aid anyway).
When Trump gets around to reducing the budget, let me know. That will be a significant accomplishment. Up 'till now, he's perfectly fine expanding the budget, as he did in the OBBB.
