She was worried she was being set up. She knows damn well that the vast majority of that “funding“ was a complete f*cking money laundering scam. But, as a Democrat, she knew there was no way she could get away with giving them a clean review. However, if she brought charges against those in the Biden administration orchestrating this scam, she would lose all of her Democrat bona fides. So, instead, she just quit.

Purpose of Grand Jury:
The grand jury's primary function is to determine whether there is probable cause to believe that a crime has been committed, not to decide guilt or innocence
You don’t need probable cause to open a grand jury investigation. You don’t even need evidence really.
