The ones that do this (Mitt Romney and his ilk) all do it with the express consent and full backing of the United States government. Even before their inevitable election to Congress, they get to write the laws to boost their authority and handicap their opponents.

Then they'll put on a clown face full of makeup, pat you on the back, tell you that "government intrusion in the marketplace" will ruin the economy, sell your job to China and frick your wife.

What it means is that the state can offer some services at a better price point than the private sector can or would. Only morons would claim it is superior across the board.
