I can't really explain what a private server is (definitely outside my realm of expertise and understanding) but she stored information from her job as SOS there. Google will likely have tons of info.

It is a matter of proportionality. If something moves the needle 99% in the right direction, obsessing over the 1% misses the point. And it also places people who do it in an uncomfortable position-of providing moral cover for the kleptocratic and corrupt status quo. At some point the fixation on imperfection stops being principled scrutiny and starts functioning as quiet defense of the very system that is corrupt and wasteful and set up to enrich very specific bad actors. Having great intentions and a highly developed moral code, Cubbies-you would never do this-but many others with vested interest would.

There are classifications of information (all of them) that you are only permitted to store on government systems and devices that are of the proper classification (you can't send Top Secret information to a system that is only authorized for Secret or classified, for instance.) Nothing else matters.
ETA: to be authorized for a level of information, the system needs an ATO (authorization to operate) that involves a lot of documentation and multiple management reviews and sign offs. You can't just bless it with lavender and claim it to be so.
Compound this with the local IT shop she had set it up retained administrative access to the system, which means they had access to all the data, which they were not authorized to have.
