There are Indians that are darker than American blacks.

Should be fun. But again I say make sure you don't discount confounding variables. For example. Don't just compare white kids in one state to white kids in another. That would be a massive fail

Absolutely believable, because it is true. NM has been at the bottom for a very very long time. The public school systems are shite by and large. Administratively it is run by socially driven people.
The education system in NM is abysmal.

Here's three school districts right next to each other (All in St. Louis County):
F&R stands for students eligible for Free and Reduced lunch.
Math, Reading and Science proficiency for elementary schools.
Here's three more districts in close proximity (All in Jefferson County, suburban St. Louis MSA):
