I don't think the baby is who she was yelling at, the baby just happened to be right there. You can see the dad reach down and has the mic right in front of the little girl. I think the demented yeller is just hollering in to the mic so everyone can hear what she has to say. Either way, I would have beat the shite out of her for getting in my daughter's face like that.
