So you want a federal law to overrule how well Florida does things or a federal bureaucracy to handle things differently than North Carolina handled the county's affected by the flood
Why not just fix Arizona and Nevada in Arizona and Nevada
make the citizens of that state fix it by voting in new government at the state level
Like every other state who closed the loopholes Georgia Florida North Carolina Pennsylvania Wisconsin
Because if you give the federal government the authority the same Govt when controlled by Democrats will have that authority
