It’s a meaningless description.

Lol. In case people can't tell, I am almost certainly on the spectrum: it's REALLY hard for me to let go of things...no matter how trivial.

She apparently hasn’t practiced law, although there seems to be some confusion on that point.

Because anyone that graduates law school with a J.D. is a lawyer. An attorney (at law) is someone who passed the bar exam.

She served as "outside counsel" while working for a law firm in Beijing for two years. From what I can gather, they could potentially pursue her for a first offense misdemeanor over putting the title "legal counsel" on her LinkedIn page. So far however, this is just an ethics complaint and their entire justification for launching said ethics complain is, again, something she put on a LinkedIn page, not from any websites, tax filings, or anything else of that nature.
They have launched a complaint against the lady because she fluffed profile page of hers.
Could they pursue it? Yes. And it would be incredibly foolish to do so. Gavin Newsom CERTAINLY doesn't want to go tit-for-tat with the executive branch right now. I can assure you of that.

DC is littered with law school grads who you can say this about. Has been since pretty much forever.
It's not even really a criticism or a value statement. It just basically is what it is.
I love how it has become some sort of great gotcha all of a sudden with THIS WOMAN.

Feel sorry for her. Trump admin due diligence is spotty at best.
So are press secretaries generally lawyers? The idea that she never passed the bar seems irrelevant to her current position.

How does California pursue her for an action she claimed to perform in another country?

It would be foolish to pursue any sort of criminal referral for a unlawful practice of law when Newsom and Becerra are facing criminal investigation/associations at the moment and crime is viewed as rampant and unpunished in California.
That would bring those things into more public attention and stark contrast. Newsom doesn't need more bad news as he attempts to rev up for the 2028 election and Becerra doesn't want negative attention before his CA governor election either.

They wouldn't. She put on her LinkedIn page that she worked as "legal counsel" for Fix California, which is a California based nonprofit founded by Richard Grenell. The work she did in Beijing is separate from that. I only brought it up in response to whether or not she has "practiced law." I don't know what "outside counsel" means in a Beijing law firm, but that's the work she has done, whatever it is, with an actual law firm so would be the closest thing to "practicing law" that I can see on her resume.
This ethics complaint is for shite she has done here in the US. Namely, trying to fluff her LinkedIn page.
You'd think she robbed a frickin bank or something the way they're acting about it.

FWIW, she has been pretty clear that she "practiced corporate law in Beijing."

A simple google search would have told you that the first part of your statement this is not true.

Trump hiring this bimbo is a joke. Like a literal joke. Watching her on the podium dressed as a flight attendant is something SNL would come up with.
Of all the young conservative CEO types that can command a room, Trump hires her..as a conservative, I am done with free spending populist/social media bullshite.
Go hire an adult man, that commands respect, to talk to the press. It’s that simple. Not someone that immediately elicit negative reactions.

Six states don't even require the bar exam. Other states are considering going away from it as well. It is probably discriminatory for the DEI graduates that can't pass it who have law degrees they can't use.
