There's a lot of spin here.
He's saying the reports of the US using public funds for the $300B are false, but doing it in a way to permit NPCs to run saying the memo itself is false, when the memo does not mention the US funding the $300B. You've seen a few people try to jump in to parrot this NPC talking point ITT, with The Pirate King being the last to do so.

With that said, it seems wildly implausible that this will ever happen. Even if anything close to this was ever given, the amount of accounting and oversight would need to be insanely applied. The potential for corruption would make Ukraine look like shoplifting a candy bar.

We will have to wait until Friday to see how much political talk Trump is using when the deal is officially made public. But as of right now, Trump says it isn't true.

The US ensuring financing =/= the US financing
He's saying the US isn't giving them public funds, which point 6 never claimed
In his statement he CLEARLY says other countries will be allowed to finance Iran, which is what has been reported and point 6 permits
