What you are describing is what is called the Security Spiral, where states grow their security apparatus in proportion to the perception of their enemies strength. The US had such a distinct technological advantage and grew at such speed in the vacuum left by the USSR that you could argue that the security state includes all of the Western Hemisphere, all of Europe, Japan, South Korea, and certain key states in the ME. While governments will always justify taking more power, it doesn't mean that the actual methods they used, such as in Syria, aren't deeply retarded. We aren't in a situation where the US will recognize it is a declining empire either. The elite believe the next time they will get it right.
