You’re parsing words. The ambassador has left, the flag is gone, and if there is anyone left there all they’re doing is waiting for evacuation. It’s ceased to operate as an embassy. The only difference for those Americans there compared to Americans elsewhere in the city is there is a chance someone might be coming to get them.
