This is quite the insult to Muslims who believe dogs are impure and against islamic law to have contact with dogs. The image it conveys is that Dogs are more important than the people who helped them or the equivalent of shoving the bottom of your shoe in a muslim's face.
This will be a very useful propaganda image the Taliban and other islamic nations use against the US in the future.
