Seems like the 11th Amendment (which was added to the Constitution AFTER the ratification of the main text - which included "raise and support Armies") would have prevailed.

My guess was that they are allowing Breyer to have his "day" with his last opinion in a weak session and then will drop the last two "big" ones tomorrow.

Not surprising at all. Gorusch is big proponent of Indian sovereignty and holding the U.S. accountable for historical agreements with tribes. His dissent in this case is blistering. You can also read McGirt to get an even better understanding of his view in these cases.
