Not the wrong election cycle at all.
He promised before 2012 that after the 2012 election he would have more flexibility for them. Flexibility which he provided them for the 2016 election while he was still president. But no one cares about that.

There’s that episode of the Ukranian peace plan that Cohen was reportedly involved in. Could be what he’s referencing.
