Agreed that a handful of jokers ruined it for everyone with fraudulent fees, but the rules put into effect still disincentive people who may have otherwise put down roots.
50 Cent should be able to build a production services division that charges market rates to themselves for support assets and have that spend qualify. I’m sure he thinks he can do that too, but from what I recall, you would have to go get 3 bids to verify your pricing is competitive, then you can still only get credits of 60% of that spend (albeit, it’s been a while).
Above the line (talent) fees are a different story.
With the exception of Dean Devlin getting a place in Jefferson, who else has really put down any long term investment for their own pipeline?

This is wrong. Film is abandoning Georgia because of the strong dollar, and high cost of labor in the US. Domestic film production is down massively everywhere. Production is exploding in Canada, Australia, and Eastern Europe.
Georgia, like Louisiana put all it's emphasis on production, which led to lots of vendors, and support services developing, most of which are entirely dependent on out of state companies bringing production into the state.

1) you think film production is what makes Atlanta swing left? There are many documentaries about the city before they ramped up incentives in 2008 that would make a good argument against that.
2) Film isn’t going to ATL because
- labor relation issues
- strength of the dollar (currency conversion vs Canada)
- structure of incentives for talent in UK (as it pertains to features)
- locations are overshot (JW may want to chime in here)
- and wayyyyyyyy down on that list is politics. Politics bubbles up on occasion when older talent that want attention make a stink, then it fizzles out and they go back.
Staying on point to the original post, TX is strongly positioned against NM to lure in talent post CA-fires because there’s no income tax. They just need more infrastructure and maybe a system that incentivizes sustainability and long term investment.

The state's regulations are around above the line related party transactions. Below the line related party transactions only have to show they are at or below market rates.

Nobody. Because that is not what the incentive was designed for. The incentive design has always been terrible.

Excellent idea. They only got one little thing wrong. It is NC doing hollywood east. Wilmington NC. It is small but a studio is there. It can be shut down and turned into a museum of the show that got Tom Cruz's ex wife stardom...
