Democrats would be happy if the Senate Republicans kicked Tillis out of office. North Carolina has a Democrat governor that would replace Tillis with a Democrat.

Nothing is being accomplished now except breaks. Thune is causing all of this because he is a feckless rino . There is already chaos because he won't lead. Especially on an 80/20 issue.

No, Congress still controls the purse strings...but they might need a veto proof majority to stop this.
This isnt a court accepted settlement agreement, and it may not even be a legally enforceable contract because it lacks consideration. If so, then Trump is just taking money from the IRS and using it to pay his supporters, and Congress definitely has the authority to stop it from happening.
