How would this work for a company like Boeing who is headquartered in Illinois and employees thousands in Seattle?

Can the Seattle city council think it's wise to tax an out of state entity on the number of jobs it creates in their area?

They cried like school girls when Boeing opened facilities in South Carlina.

These people are insane.
