Budgets in general have been cut under this administration but so far I have heard nothing indicating any of it is due to Ukraine and given what my son does and how often we speak he would know and say something to me.

Rangers and Green Berets are not tier 1. The T-1 units are Delta Force (Army) and Seal Team 6 (DEVGRU) in the Navy. Air Force also has T-1 units that transport and support these guys.
