Of course it will. He is from and lives in Delaware. Practiced Corp law there and is a senator from there. Delaware is the corp corruption capital of the free world. Every INC scam in the USA pays for a Delaware business license even though they have never set foot there. You cannot be a lawyer or a politician in Delaware and not be a thief.
