It is not on the bear, rather, the bear's collar. It doesn't seem to be an illegal act, so what are these idiots going to do if they find out who did it? Plus it seems they are against the tracking collar to begin with. What a bunch of loons.

People think you would have to trap the bear to place a sticker on to the bear's tracking collar. You could easily do with a little food and through a picket fence. Or simply place food a few feed below you as you approach the bear on an elevated deck or balcony.
