That's the problem.
I counted seven people there... only one punched her. The other six presumably did nothing.
In a charged group... maybe only 1 in 7 will punch a woman, but the other six surely ain't doing anything to stop it.
That's where the "only a small percentage of the 13% are committing violence" falls apart.
Even before he punched her he was towering over her, invading her space and menacing- and no one did shite.
The baby, the bathwater, hell, even the TUB needs to be thrown out.

Without a doubt the most heartbreaking image was of that young Ukranian female refugee looking up in stunned silence as the man who just stabbed her casually walked away. She sat there in shock, bleeding out until weakness overcame her and she toppled over and collapsed on floor between the seats.
