The vote is the first step in the budgetary process for fiscal 2024, which will entail two public hearings and a vote in September. Central Florida Tourism Oversight District Board Chairman Martin Garcia said that the waste they are cutting out of the budget to lower property taxes includes several "naughty things" from the previous board of the district, which was appointed by Disney.
"The district was paying over $8 million a year in overtime for law enforcement services provided exclusively on Disney properties. Disney's not the only taxpayer in this district, we have other taxpayers, but $8 million was being used for law enforcement service exclusively on Disney properties and that doesn't make any sense to me and it doesn't make sense to anybody on our team that has looked at it. So that is one of the savings Mr. Gilzean has found," Garcia said.
“As we are doing more work, it appears that there are a number of other naughty things that this old board did with district funds,” he added.
The board was appointed in February after Gov. Ron DeSantis (R-FL) signed a law that restructured the district encompassing the Walt Disney World Resort into the Central Florida Tourism Oversight District. Since taking power, the board and Disney have been at odds, as have the entertainment giant and the Florida governor.

They lowered the millage rate. If values have been increasing like everywhere else (including here), then a lot of municipalities are lowering millage rates, including in our local counties.
They're doing the same with the school tax millage rates.
I want Disney to pay their share, but there are other landowners in the RCID, and let's have some context about what's actually being lowered.

If I have to help the people out in a prescribed district and it also helps my chief political adversary out too, I'd have to put that aside and lower the people's property taxes even if it does help out Disney.

The board admitted they havent seen any increases yet, that they only will see them after the cuts they put in this years budget.
They also admitted this doesnt cover expenses, including legal fees that will assuredly occur fighting 2 lawsuits
You dont lower taxes 7%, when you are expecting an 6% budget increase for the next year
They also went into a closed door meeting with their lawyers to discuss settlement options

They said they werent. They said it wont lower taxes, just wont allow Disneys taxes to GO UP. They also said they expect expenses to rise 6%, and that doesnt even include the possible legal fees.
All they are doing is bowing to Disney, even when they know there wont be enough revenue a year or two from now, in their own budget analysis they submitted
