He has been operating with Stafford Act expanded powers since March. I did a thread on it at the time and have done a couple since predicting very clearly and in explicit terms that it would be these expanded powers that allowed him to bring these people down. He is just now "invoking" the act. Meaning he is calling on his expanded powers that have been afforded to him since March.

Just a general reply, not specifically to BoarEd or anyone else. I think the Stafford Act is being misunderstood by some here. Read up on it. What’s happening is kind of like a state of emergency being declared before a hurricane makes landfall. It makes federal assistance available to states, and makes logistics easier when they start sooner rather than later. Equate the hurricane example to the proverbial “storm” as you wish. Just passing on a little info.
