Trump isn’t making these small decisions. He said “draw up a deportation plan.” People with international diplomatic experience drew them up.
Colombia’s government (and Mexico and Guatemala etc etc etc) were told this was going to happen.
No one was surprised.
Mexico tried this. Colombia tried it. Likely the cartels told the government that they better figure out a way to keep their money coming in (trafficking people has become as profitable for them as some of their drug trade). So the cartel-owned governments had to pretend to not want to do this.
