He didn't just "allow" the pumps to fall into repair, he purposefully diverted money from maintaining and improving the pumping system to pay for the monument removal and then tried to cover his tracks by burning the evidence.
The flood was a direct consequence of his efforts to remove the monuments. That was not some unprecedented deluge, just unprecedented corruption and incompetence in managing the city's drainage system coming to a head.

There’s so many whoppers in this one I don’t even know where to start.
If shithead does end up getting the nomination, it shouldn’t be hard for the Trump team to find a bunch of oppo research on Landrieu’s incompetence in running the city and his blatant pandering to blacks and SJWs with the statue stuff.
I hope his campaign goes down in flames as badly as a few of the losers put up against Hillary in 2016 like the governor of Maryland and that little shithead turncoat from Rhode Island.

Your argument may end up being correct. But I would caution you against having too rigid of a preconception about the electoral map.
Check out the electoral maps from just the 20th century to present. These things shift based on national trends and to some extent external events, and will do so again. I’m not saying that shift will favor R or D but the map will not always be as it is today. Identity politics will not dominate politics forever.
