Both Trump and Netanyahoo called upon the Iranian public to overthrow the regime.
From the perspective of the US, I think victory is eliminating Iran as a nuclear threat, regardless of who is in power, although obviously we'd like a regime that is friendly toward us.
From the perspective of Israel, I think victory is a fully neutered Iran. One that has zero capability to attack Israel, either directly or via proxy.
