No, I mean how do these officers not secure the premises? I’m assuming they entered a house but did not secure the ground floor which allowed someone below them to open fire into the ceiling

Seems like a drug bust gone bad. Officers are in a building with detainees and are being shot at by at least one gunman who is shooting wildly through ceilings and walls. Neighborhood and near by university and hospital are on lockdown.

From what I understand, there were several lookouts that have already been arrested. They saw the bust coming and warned everyone. No element of surprise.
So, it seems that the arrest crew didn't realize how organized the dealer was and how big the operation.
There is only 1 officer inside, I suspect that he was the guy responsible for preventing a back door escape, and when lead started coming through the walls, he went to higher ground.
They think he is holed up in a closet or bathroom on the second floor.

I saw footage with like 60 cops surrounding the place with guns drawn. Way too many there at one time. Someone needs to control the scene. Communication is probably a disaster.
