It's not all that interesting or even hard to understand.
I owe the state of Arizona $10K in state income taxes. I donate $2500 to an education-related NGO. Now I owe $7500 to the state of Arizona.
That's income tax dollars diverted to an NGO without going through gov't and makes your 70% figure meaningless. Not to mention what the poster just ahead of me stated - that a lot of NGOs are funded by other NGOs.

We have to stop sending so much money to the federal government and transition these programs to the state and local levels as originally intended. Let the states deal out their own money. Easier to keep an eye on the money when it's closer to home.

It is almost as if you let the NGO players individually know an investigation will be opened in 14 business day. Within that time period, if they give themselves up for the illegal activity that is expected to be found, the maximum sentence will be 3 years.
If, however, they fail to turn themselves in before the investigation begins the minimum sentence will be 11 years for any crime conviction thereof.
