New Bush 41 Admission - I "patted womens rears" in my wheelchair.

What he is saying is people wanted pictures of him so to get his arms around their waist sometimes his went a bit low because of his sitting position. But he also admits to giving light slaps on the fanny of women at the end of the picture taking, thinking it funny.
I don't think it is a big deal and he is not long for this world anyway.
However, the admission and the way he put it just makes me think of the Johnny Knoxville "Dirty Grandpa" movies and pranks like that.

Looking at the pictures of the guy that came out yesterday I was wondering how the hell they get him dressed. Doesn't look like he can stand. I couldn't really care less based on the fact that's he's probably 80% dead already.

It's what all old guys do. The brain breaks down with age and we lose that natural inhibition. We become much more primitive. He's 93. He's likely to have some form of dementia.
