Looking over the recent history of the Holman rule, the likelihood of it successfully defunding the special counsel seems remote.

R's don't hold together nearly well enough. Some will crossover.

And, the rule needs to be added to the congressional rules for this upcoming congress.

There's no guarantee McCarthy ends up speaker.

Pretty healthy block on the GOP side that are against him.

Note that MTG is all in his corner when more is coming out that he actively worked against republican candidates.

Not to mention it will never be passed by the Senate or signed by Biden. Wouldn’t this be purely symbolic and a dead letter?

The House handles funding and sets its own rules.

This Holman rule has only been enacted for some congresses. The party in charge sets the rules.

The house does not handle funding. You’re thinking of all bills that raise revenue having to start in the House. Even there though, they still have to be approved by the Senate and can be amended there. The House has no unilateral funding authority over the special council or anything, with or without the Holman rule.
