I don’t think Congressmen should be able to trade stock or keep their donations post retirement but I don’t think she was playing games like many others have.

She and her husband's contracting business made a ton of money from Government contracts before she ran for office.
If she were still making money off of Gov contracts while in office, we would have heard about it.
It was also split up during the divorce, which happened after she was elected
I doubt her business made as much without those Gov contracts as that was their primary business model.
She would have had to switch the whole model up on a whim and not skip a beat and then grow it while also serving in DC for it make more in 4 years than it did the previous 10 in order for her NW to grow from $700k to $25 million.

I can't really blame her for leaving Rome, GA for Costa Rica. At least Costa Rica doesn't smell like a paper mill. (If you blindfolded someone from Bogalusa and put them in Rome, GA they would think they were at their own home.)
