No they aren't, and point 1 of the x post nails it. They can only be so free and loving because of what was already paid to provide the security we all enjoy. I'd argue it's not so much democracy that gives their discomfort a voice, it's the fact that things have become so easy.
Heinlein talked about this in Starship Troopers. A large part of why western democracies failed in that world is because the do-gooders believed they could appeal to the better natures of the delinquent members of society only to find out they had no better natures to appeal to.
