This is a money grab similar to USAID. The operators pay no property tax, no business license fees, probably no insurance and are not required to break even.
If they waved property tax and licensing fees to the current grocery stores I’m sure prices could be lowered. Especially if you guaranteed to bank roll them if they came up short.
They will have to create a new tax to pay for this.
I’m sure it will be run by upstanding citizens who will not be pocketing hundreds of thousands of dollars while providing substandard products that are on the verge of spoil.

Nobody really knows how this turns out.
It could be an obvious unmitigated disaster, or it could limp along as a partially subsidized grocery store.
I’ll be interested in watching what happens. If it turns out to be a reasonably priced alternative for working class New Yorkers without seriously damaging the evonomy, good for them.

I don't know the actual plan, but, if the grocery stores are funded by taxpayer money, then they would be able to undersell the commercial stores.
Taking taxpayer dollars to fund social programs and benefits for the urban poor is part of the Blueprint of the Dem political platform.
I'm surprised that nobody previously has tried this out.
