Same here, but looking back it seems the stories never mentioned price (except for a few which said things like "low-price").
This is going to be a massive drain on city resources, and this will be on top of the fact that this is at a time where he's already had to have a lifeline from Albany.

Let’s assume it’s true, that the groceries are 30% less. In that case the people will line up to get the groceries, and there will have to be limits on how much you can buy. Even other grocery store owners will be buying to get the markup in their stores.
How long will the lines be? Exactly as long until the wait time, multiplied times the value the shoppers place on their time, equals the discount. This is why the government can never really make the groceries cheaper by simply lowering the prices.
