Good question. Beshear is the governor and he is definitely a Democrat.

KY specifies that the party of the deceased senator will give the governor a list of three potential replacements to be chosen from and a special election must be held in X days.
There was talk that Brashear would refuse to appoint anyone and just keep the seat vacant indefinitely but further law changes are supposed to have patched out his ability to do that.
