For POTUS, not so clear. Because states don't send raw votes to D.C., they send electors, and there is no text (that I am aware of) that lays out the regulatory authority the way it lays it out for Congress.
However, the legal standard should be that the authority should be assumed to follow the same chain of authority unless otherwise specified (which it is not).

There are only a few fundamental purposes for government, and one of them is to insure the rights and privileges of citizens are not adversely affected by others, whether they are citizens or not. We have a right to our votes counting, to attaining proper representation, and not being offset by fraud. Preventing voting fraud and insuring every American's vote counts, and cannot be offset by an illegal vote, is an obligation of government, not a choice.
It's obvious that voting is only for citizens. Insuring citizenship is logical. You have to do it for a US passport. Why would you not do it in order to vote? Constitution lets Congress make laws where it deems them to be appropriate, regarding elections.
Article I
SECTION. 4
The Times, Places and Manner of holding Elections for Senators and Representatives, shall be prescribed in each State by the Legislature thereof; but the Congress may at any time by Law make or alter such Regulations, except as to the Places of chusing Senators.
Article IV
SECTION. 4
The United States shall guarantee to every State in this Union a Republican Form of Government, and shall protect each of them against Invasion; and on Application of the Legislature, or of the Executive (when the Legislature cannot be convened) against domestic Violence.
A Republican Form of Government is one where the political power is held by the People, and they wield that power via elections, their votes.

If you come here from another country, you are subject to the jurisdiction of that nation, not the US, and your presence in the US is thus unlawful. If you give birth to someone, that person cannot get citizenship because a person is not allowed to benefit or profit from criminal behavior, and bestowing US citizenship on a child, by way of illegal activity, is definitely a benefit and a profit, and it's forbidden in any reasonable system of justice.
Lastly, the nation was established for the People OF the United States, not the people who are merely IN the United States.

If we can’t get the cowards to support SAVE then there is really one path forward. Make life painful for states that won’t clean up their rolls, register illegals, or fail to follow their own election integrity laws. Lawsuits, pull funding, send in attorneys and poll watchers, etc.

So the idea is states get to run crooked elections that affect the entire country?
Also, if that's the idea, then explain why we already have federal election laws? If it's purely a state's rights argument, why are there federal election laws on the books already?

If it is a state issue then let’s go back to where states implement their own rules for voting. Let’s go back to the days when the voting age was set by the states, had requirements to own property, pay a poll tax to vote, pass a literacy test to vote, etc.
All the SAVE act is requiring is a valid ID to vote and simple protections on early voting and post vote counting. Mike Pence has turned into CUCK Republican instead of a RINO.
