If you can’t hear a horse draw carriage coming at you, you probably don’t need to be out in public.

The last time they (DeBLasio) tried this, the real reason was because they wanted to give the property used by the stables over to their real estate developer buddies, using animal welfare as an excuse.
I suspect this time is for similar reasons.

New Orleans has banned horse-drawn carriages for commercial tour operations since 1980, requiring operators to use mules instead due to heat and temperament concerns.
