About my junior year in high school is when principals started letting cultural women show enough of their tattooed tiddies for the students to see.

Correct, based on the demographics of the classroom in that video nothing about this is surprising at any level.
Where my kids go to school the demographics are very, very different and they actually focus on reading and letters and shite. If this happened at our school the teacher would be fired before that giant arse even made it through its full downswing

If the best defense you have for this behavior is its "not actual twerking", then its probably not appropriate for an elementary school classroom.
